目(mu)前(qian),我國電(dian)(dian)動(dong)自行車保有量已達(da)4億輛。上下班、接送孩子、購(gou)物外出、送外賣(mai),生(sheng)活(huo)中電(dian)(dian)動(dong)自行車應用的(de)場景無處不(bu)在。與此同時,電(dian)(dian)動(dong)自行車引發的(de)火(huo)(huo)災(zai)(zai)數量連年增(zeng)長。據統計,2023年,國家消防救援局共接報(bao)電(dian)(dian)動(dong)自行車火(huo)(huo)災(zai)(zai)2.1萬起(qi)。2024年12月31日,由五部(bu)門(men)組織修(xiu)訂的(de)強制性國家標準GB 17761—2024《電(dian)(dian)動(dong)自行車安全(quan)技術規范(fan)》正(zheng)式發布,該標準中有哪些措施(shi)來保障(zhang)電(dian)(dian)動(dong)自行車質量安全(quan)?
電動自行車限速要求及防超速措施
為減少交通傷亡事故,保(bao)(bao)護人民群眾生命財產(chan)安(an)全,標準(zhun)中(zhong)(zhong)規定的電動自行車(che)(che)最(zui)(zui)高車(che)(che)速(su)為25km/h,但(dan)是(shi)電動自行車(che)(che)超速(su)行駛的現象(xiang)屢禁不止,主(zhu)要(yao)原因是(shi)電動車(che)(che)電機(ji)動力有(you)較(jiao)大冗余,使得篡改最(zui)(zui)高車(che)(che)速(su)有(you)了(le)(le)可能(neng)。新(xin)標準(zhun)通過增(zeng)加電動機(ji)空載反(fan)電動勢以及電感值(zhi)差異系數(shu)等(deng)指(zhi)標要(yao)求(qiu),限(xian)制了(le)(le)電機(ji)最(zui)(zui)大輸出能(neng)力,同時(shi)(shi)考(kao)慮到(dao)電動自行車(che)(che)載重時(shi)(shi)短時(shi)(shi)爬坡等(deng)實際(ji)需要(yao),標準(zhun)中(zhong)(zhong)增(zeng)加了(le)(le)電動機(ji)低速(su)運行時(shi)(shi)轉矩限(xian)值(zhi)指(zhi)標,確保(bao)(bao)電機(ji)具備(bei)短暫輸出較(jiao)高扭矩能(neng)力,能(neng)夠應對短距離爬坡等(deng)特(te)殊(shu)工(gong)況。
電動自行車防火阻燃的要求
根(gen)據調(diao)查(cha)表明,電(dian)(dian)(dian)(dian)動(dong)自(zi)(zi)行(xing)車(che)電(dian)(dian)(dian)(dian)池是主要的(de)起火(huo)源,而起火(huo)后電(dian)(dian)(dian)(dian)動(dong)自(zi)(zi)行(xing)車(che)上的(de)塑(su)料(liao)件、織物燃(ran)燒釋放黑煙是導(dao)致人員(yuan)在密閉空間內傷亡的(de)主要原因,因此(ci)新標準在電(dian)(dian)(dian)(dian)動(dong)自(zi)(zi)行(xing)車(che)防火(huo)阻(zu)燃(ran)方面提出(chu)了多(duo)項規(gui)(gui)定(ding),有(you)效降(jiang)低火(huo)災傷亡的(de)可(ke)(ke)能(neng)(neng)。一是嚴格鋰(li)電(dian)(dian)(dian)(dian)池的(de)使用(yong),因鋰(li)元素(su)化學(xue)性(xing)(xing)質活潑,相較(jiao)于傳(chuan)統(tong)鉛酸電(dian)(dian)(dian)(dian)池,鋰(li)電(dian)(dian)(dian)(dian)池事故(gu)更為(wei)常見(jian),新標準對(dui)鋰(li)電(dian)(dian)(dian)(dian)池進(jin)行(xing)了嚴格規(gui)(gui)定(ding),首先(xian)限制(zhi)了電(dian)(dian)(dian)(dian)池最大輸(shu)出(chu)電(dian)(dian)(dian)(dian)壓為(wei)60V,其次(ci)通過電(dian)(dian)(dian)(dian)池的(de)標志、過充電(dian)(dian)(dian)(dian)、過放電(dian)(dian)(dian)(dian)、外部(bu)短(duan)路、熱(re)濫用(yong)以及針(zhen)刺(ci)測試等項目規(gui)(gui)定(ding),嚴格保障電(dian)(dian)(dian)(dian)池質量(liang)安全;二是對(dui)電(dian)(dian)(dian)(dian)動(dong)自(zi)(zi)行(xing)車(che)原材(cai)料(liao)的(de)阻(zu)燃(ran)性(xing)(xing)能(neng)(neng)進(jin)行(xing)規(gui)(gui)定(ding),加強了材(cai)料(liao)的(de)安全性(xing)(xing)能(neng)(neng);三是限制(zhi)了電(dian)(dian)(dian)(dian)動(dong)自(zi)(zi)行(xing)車(che)塑(su)料(liao)件的(de)質量(liang)占(zhan)比,鼓勵企業使用(yong)其他(ta)不可(ke)(ke)燃(ran)材(cai)料(liao)代替塑(su)料(liao)。多(duo)措并舉降(jiang)低電(dian)(dian)(dian)(dian)動(dong)自(zi)(zi)行(xing)車(che)起火(huo)事故(gu)的(de)可(ke)(ke)能(neng)(neng)。
電動自行車防篡改的措施
雖然國標(biao)(biao)(biao)對電(dian)動(dong)(dong)自(zi)行(xing)車(che)最高車(che)速、電(dian)池輸(shu)出(chu)電(dian)壓等方面進行(xing)限(xian)(xian)制(zhi),以保(bao)證行(xing)駛安(an)全,但是因這些參數(shu)易被篡改(gai)(gai)(gai),使(shi)得這些安(an)全保(bao)障措施無法起到(dao)作用。新標(biao)(biao)(biao)準(zhun)分別從電(dian)池組(zu)、控(kong)制(zhi)器(qi)、限(xian)(xian)速器(qi)三(san)個方面提(ti)出(chu)防篡改(gai)(gai)(gai)要求(qiu)。如電(dian)動(dong)(dong)自(zi)行(xing)車(che)不(bu)應(ying)(ying)預(yu)留擴展車(che)載電(dian)池的接口或線(xian)路(lu);控(kong)制(zhi)器(qi)不(bu)能(neng)(neng)通過(guo)剪線(xian)、跳線(xian)等方式修(xiu)改(gai)(gai)(gai)功能(neng)(neng),不(bu)應(ying)(ying)兼容多(duo)種輸(shu)入電(dian)壓模(mo)式;要求(qiu)限(xian)(xian)速器(qi)無論是單獨的模(mo)塊,還是集成在控(kong)制(zhi)器(qi)內(nei)部,均不(bu)應(ying)(ying)具備(bei)修(xiu)改(gai)(gai)(gai)限(xian)(xian)速值功能(neng)(neng)。此外給出(chu)了(le)六大類常見的防篡改(gai)(gai)(gai)檢(jian)(jian)查方法示(shi)例,為產品防篡改(gai)(gai)(gai)設(she)計及檢(jian)(jian)測抽查提(ti)供指導和依(yi)據。同(tong)時,新標(biao)(biao)(biao)準(zhun)要求(qiu)電(dian)動(dong)(dong)自(zi)行(xing)車(che)落實“一(yi)車(che)一(yi)池一(yi)充一(yi)碼(ma)(ma)”,即車(che)、電(dian)池、充電(dian)器(qi)要能(neng)(neng)一(yi)碼(ma)(ma)對應(ying)(ying),從技(ji)術(shu)上大幅提(ti)高非法改(gai)(gai)(gai)裝門檻,有利于逐步減少(shao)乃至杜絕改(gai)(gai)(gai)裝行(xing)為。
經營用電動自行車需要安裝北斗定位系統
強制(zhi)要求經(jing)(jing)(jing)營用(yong)電(dian)動自行(xing)車安(an)裝北斗模(mo)塊(kuai)(kuai),這是促(cu)進營商環境的(de)重要舉措。北斗模(mo)塊(kuai)(kuai)可以記錄電(dian)動自行(xing)車當前所處的(de)位置、速(su)度等(deng)信(xin)息,并通過通信(xin)模(mo)塊(kuai)(kuai)實時(shi)反(fan)饋給用(yong)戶,讓經(jing)(jing)(jing)營平臺(tai)隨時(shi)掌握運營車輛動態(tai),一旦發現超速(su)、被盜、交通事故等(deng)情況,可以及(ji)時(shi)反(fan)饋,有效保障電(dian)動自行(xing)車在經(jing)(jing)(jing)營活動中使用(yong)規范、安(an)全。
其他重要修改項目
一(yi)是提高了對生(sheng)產(chan)(chan)企業(ye)(ye)的(de)(de)質量(liang)保(bao)障要求(qiu),新標準明確要求(qiu)生(sheng)產(chan)(chan)企業(ye)(ye)應具有(you)與電(dian)(dian)(dian)動(dong)自(zi)行(xing)(xing)車(che)產(chan)(chan)能(neng)相(xiang)匹配的(de)(de)整車(che)及車(che)架的(de)(de)生(sheng)產(chan)(chan)能(neng)力(li)、檢測(ce)能(neng)力(li)和質量(liang)控制(zhi)能(neng)力(li),規(gui)定了電(dian)(dian)(dian)動(dong)自(zi)行(xing)(xing)車(che)的(de)(de)常規(gui)檢驗和型式(shi)檢驗項(xiang)目(mu);二是取(qu)消了強制(zhi)安裝腳踏騎行(xing)(xing)裝置(zhi)的(de)(de)要求(qiu),該(gai)項(xiang)改動(dong)既符合目(mu)前消費者的(de)(de)用車(che)習(xi)慣,也降低(di)了企業(ye)(ye)生(sheng)產(chan)(chan)成(cheng)本(ben);三是鼓勵電(dian)(dian)(dian)動(dong)自(zi)行(xing)(xing)車(che)安裝后視(shi)鏡(jing),電(dian)(dian)(dian)動(dong)自(zi)行(xing)(xing)車(che)后視(shi)鏡(jing)能(neng)有(you)效(xiao)減少騎行(xing)(xing)者視(shi)野盲區,提高騎行(xing)(xing)的(de)(de)安全性(xing)和便利性(xing)。
根據新(xin)(xin)(xin)標準(zhun)要(yao)求,2025年9月1日以后(hou),所有新(xin)(xin)(xin)生產的電(dian)(dian)動(dong)自行車都必須(xu)符(fu)合(he)新(xin)(xin)(xin)標準(zhun)要(yao)求。電(dian)(dian)動(dong)自行車新(xin)(xin)(xin)國標實施后(hou),電(dian)(dian)動(dong)自行車安(an)全性能增(zeng)強,為人民群(qun)眾的綠色出行提供了更加安(an)全保障。消費者在(zai)購(gou)買(mai)電(dian)(dian)動(dong)自行車時(shi)要(yao)仔細檢(jian)查所購(gou)買(mai)車輛的生產日期和銘牌,以確保購(gou)買(mai)到安(an)全、便(bian)利(li)的新(xin)(xin)(xin)國標電(dian)(dian)動(dong)自行車。
