全國人大代表劉漢元:加速AI賦能,推進新型電力系統建設

近年(nian)來,全(quan)(quan)(quan)球(qiu)地緣(yuan)政治緊張局勢加(jia)劇,國家對能(neng)源(yuan)自主及(ji)能(neng)源(yuan)安全(quan)(quan)(quan)高(gao)度(du)重視。同時,隨著全(quan)(quan)(quan)球(qiu)能(neng)源(yuan)轉型進程加(jia)速以(yi)及(ji)我國“雙碳”目(mu)標(biao)推進落地,可再生(sheng)能(neng)源(yuan)得以(yi)快速發(fa)展(zhan),裝機規(gui)模實(shi)現大(da)幅增長。可再生(sheng)能(neng)源(yuan)先天(tian)具有間歇(xie)性、波動(dong)性和季(ji)節性特點,高(gao)比(bi)例(li)接入電網客觀上加(jia)大(da)了電力供應的保障難度(du)。今年(nian)全(quan)(quan)(quan)國兩(liang)會,全(quan)(quan)(quan)國人大(da)代(dai)表(biao)、全(quan)(quan)(quan)國工(gong)商聯(lian)副主席、通威(wei)集團董事局主席劉(liu)漢元針對加(jia)快推進新型電力系統(tong)建設提出了相(xiang)關建議。
劉(liu)漢元表示,截至2024年(nian)(nian)底,全(quan)國全(quan)口徑發(fa)電(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)容(rong)量33.5億千(qian)(qian)(qian)(qian)瓦,同(tong)比(bi)(bi)增(zeng)(zeng)長(chang)14.6%。以風(feng)電(dian)(dian)(dian)、光伏(fu)為代表的可再生能(neng)(neng)源(不(bu)含水電(dian)(dian)(dian))發(fa)電(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)達到(dao)14.5億千(qian)(qian)(qian)(qian)瓦,首次超過火電(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)規模(mo)(mo);風(feng)電(dian)(dian)(dian)、光伏(fu)累計裝(zhuang)(zhuang)機(ji)(ji)規模(mo)(mo)達到(dao)14.1億千(qian)(qian)(qian)(qian)瓦,提(ti)前6年(nian)(nian)完成我國在氣候雄心峰(feng)會上承(cheng)諾(nuo)的“到(dao)2030年(nian)(nian)中國風(feng)電(dian)(dian)(dian)、太陽能(neng)(neng)發(fa)電(dian)(dian)(dian)總(zong)裝(zhuang)(zhuang)機(ji)(ji)容(rong)量達到(dao)12億千(qian)(qian)(qian)(qian)瓦以上”目標。2024年(nian)(nian),光伏(fu)、風(feng)電(dian)(dian)(dian)發(fa)電(dian)(dian)(dian)量合計達1.83萬億千(qian)(qian)(qian)(qian)瓦時,同(tong)比(bi)(bi)增(zeng)(zeng)長(chang)27%,占全(quan)部發(fa)電(dian)(dian)(dian)量的比(bi)(bi)重(zhong)接(jie)近20%。可再生能(neng)(neng)源正(zheng)加(jia)快從補充能(neng)(neng)源向主力能(neng)(neng)源轉變(bian)。
歷史上,我(wo)(wo)國電(dian)網呈現(xian)出(chu)“重發(fa)輕送”的(de)(de)(de)特點,過去為“集(ji)中發(fa)、集(ji)中送”建立的(de)(de)(de)電(dian)網和傳統(tong)(tong)的(de)(de)(de)“源(yuan)隨(sui)荷動”模式已不(bu)能(neng)適應大(da)比例(li)可(ke)再(zai)生(sheng)能(neng)源(yuan)接入(ru),電(dian)力(li)(li)系統(tong)(tong)調(diao)節(jie)能(neng)力(li)(li)不(bu)足(zu)問(wen)題,導(dao)致電(dian)網的(de)(de)(de)安(an)全運行風險增(zeng)大(da)。此外(wai),我(wo)(wo)國電(dian)網的(de)(de)(de)建設也顯著滯(zhi)后于可(ke)再(zai)生(sheng)能(neng)源(yuan)發(fa)展,輸配電(dian)環(huan)節(jie)的(de)(de)(de)諸多問(wen)題使得消納問(wen)題日益凸顯,成為影響我(wo)(wo)國能(neng)源(yuan)轉(zhuan)型,阻礙可(ke)再(zai)生(sheng)能(neng)源(yuan)開發(fa)利用水平的(de)(de)(de)主要瓶頸。加(jia)(jia)快(kuai)推進電(dian)力(li)(li)系統(tong)(tong)轉(zhuan)型升(sheng)級(ji),加(jia)(jia)速構建“源(yuan)網荷儲”協同互動的(de)(de)(de)新型電(dian)力(li)(li)系統(tong)(tong)已迫在眉(mei)睫。
為加快推進新型電(dian)力系統建設(she),劉漢元建議:
一是建(jian)議加快(kuai)特(te)高(gao)壓(ya)外送通(tong)道及跨(kua)省(sheng)(sheng)(sheng)跨(kua)區(qu)通(tong)道建(jian)設(she)。進一步加快(kuai)推進已規劃(hua)特(te)高(gao)壓(ya)建(jian)設(she),并(bing)適度(du)超(chao)前規劃(hua)和啟動新的通(tong)道建(jian)設(she),以我國當前國力、財力、基建(jian)能力,足以支(zhi)撐每年10條以上特(te)高(gao)壓(ya)同時開(kai)建(jian)。其作為支(zhi)撐可(ke)再生能源發(fa)展的基礎設(she)施,只能提前、不能滯后。同時,要加快(kuai)跨(kua)省(sheng)(sheng)(sheng)跨(kua)區(qu)輸電通(tong)道建(jian)設(she),提升(sheng)電網互濟(ji)能力,充分利用鄰近省(sheng)(sheng)(sheng)區(qu)調節能力,有(you)效(xiao)提高(gao)消(xiao)納。
二是建議大力(li)支(zhi)持(chi)“源(yuan)網(wang)荷儲”項(xiang)(xiang)目(mu)(mu)發展(zhan),出臺政策鼓勵智能(neng)微網(wang)、虛擬(ni)電(dian)(dian)廠等新型示范項(xiang)(xiang)目(mu)(mu)的投資(zi)建設。通過(guo)打(da)造智能(neng)微網(wang),實現局部區域內的能(neng)源(yuan)優(you)化配(pei)置和(he)(he)供(gong)需平衡(heng),通過(guo)虛擬(ni)電(dian)(dian)廠聚合分(fen)(fen)布式電(dian)(dian)源(yuan)與負(fu)荷資(zi)源(yuan),參與電(dian)(dian)網(wang)調峰和(he)(he)需求響應,增(zeng)強電(dian)(dian)網(wang)運(yun)行的靈(ling)活性和(he)(he)可(ke)靠性,進(jin)而提(ti)(ti)高分(fen)(fen)布式項(xiang)(xiang)目(mu)(mu)的整體消納和(he)(he)經濟性,為新型電(dian)(dian)力(li)系(xi)統提(ti)(ti)供(gong)有力(li)支(zhi)撐。
三是建議加(jia)快打(da)造我國(guo)綜(zong)合(he)儲(chu)能(neng)(neng)體系,提升(sheng)電(dian)力系統調節能(neng)(neng)力。“十五(wu)五(wu)”期間,進一步推(tui)動抽水(shui)蓄能(neng)(neng)、新型儲(chu)能(neng)(neng)等項目建設,加(jia)快研究制(zhi)定電(dian)動汽車(che)參與電(dian)網儲(chu)能(neng)(neng)的相關(guan)配套政(zheng)策措施,構建以抽水(shui)蓄能(neng)(neng)、新型儲(chu)能(neng)(neng)為(wei)主,電(dian)動汽車(che)等其他多種儲(chu)能(neng)(neng)形(xing)式為(wei)輔的綜(zong)合(he)儲(chu)能(neng)(neng)系統。繼續(xu)推(tui)動煤電(dian)靈(ling)活性改造,提升(sheng)傳統能(neng)(neng)源調節能(neng)(neng)力。
四(si)是建(jian)議(yi)用AI為新型(xing)電力系(xi)統賦能。通過AI算法(fa)對(dui)電網運行進行全面優化和智能調度(du),覆蓋電力系(xi)統的發、輸、配(pei)、用各個環(huan)節,實現資(zi)源的最優配(pei)置(zhi)和高效利用。加強(qiang)跨領(ling)域合(he)作與(yu)(yu)創(chuang)新,推(tui)(tui)動AI技術與(yu)(yu)可再生能源、儲能、電動汽(qi)車等深度(du)融合(he),共同推(tui)(tui)動新型(xing)電力系(xi)統的建(jian)設與(yu)(yu)發展。
