據河北省12315申(shen)訴舉報(bao)系統提供(gong)的數據顯示,2011年(nian)河北省查(cha)處典型案(an)(an)件(jian)(jian)6084件(jian)(jian),其中侵害(hai)消費(fei)者(zhe)權益(yi)案(an)(an)件(jian)(jian)1252件(jian)(jian),商(shang)標侵權案(an)(an)件(jian)(jian)770件(jian)(jian),不(bu)正當競爭案(an)(an)件(jian)(jian)512件(jian)(jian),銷(xiao)售假(jia)冒偽(wei)劣商(shang)品案(an)(an)件(jian)(jian)339件(jian)(jian),全省各(ge)級工商(shang)部門和消費(fei)者(zhe)協(xie)會共為消費(fei)者(zhe)挽回經濟損失8528萬(wan)元。
小家電問題突出
分(fen)析(xi)(xi)顯示,2011年(nian),全省家(jia)(jia)用(yong)電(dian)(dian)器申訴數量(liang)(liang)增(zeng)幅較大,家(jia)(jia)用(yong)小電(dian)(dian)器、電(dian)(dian)炊(chui)(chui)具(ju)、電(dian)(dian)視(shi)機(ji)問題突出(chu)。全省12315系(xi)統共受(shou)理家(jia)(jia)用(yong)電(dian)(dian)器類申訴7722件(jian),與上年(nian)相比(bi)增(zeng)長110%,其中(zhong)家(jia)(jia)用(yong)小電(dian)(dian)器1254件(jian)、電(dian)(dian)炊(chui)(chui)具(ju)1083件(jian)、電(dian)(dian)視(shi)機(ji)1026件(jian),分(fen)別占家(jia)(jia)用(yong)電(dian)(dian)器申訴量(liang)(liang)的 16.2%、14%、13.3%。家(jia)(jia)用(yong)小電(dian)(dian)器和電(dian)(dian)炊(chui)(chui)具(ju)商品首次躍居家(jia)(jia)用(yong)電(dian)(dian)器類申訴的前兩位,分(fen)析(xi)(xi)原因一(yi)(yi)是(shi)(shi)行業門檻低,部分(fen)廠(chang)家(jia)(jia)產品質量(liang)(liang)不(bu)過(guo)關;二是(shi)(shi)售(shou)后(hou)服務體系(xi)不(bu)完善(shan),一(yi)(yi)些規(gui)模較小的生產廠(chang)家(jia)(jia)沒有完善(shan)的售(shou)后(hou)服務體系(xi),大多委(wei)托其他(ta)維(wei)修店負責售(shou)后(hou)維(wei)修,維(wei)修質量(liang)(liang)無法(fa)保障;三(san)是(shi)(shi)廠(chang)家(jia)(jia)承(cheng)諾“三(san)包”期限較短,維(wei)修標(biao)準不(bu)統一(yi)(yi),維(wei)修費用(yong)不(bu)透明;四是(shi)(shi)產品更(geng)新(xin)換代快,商品出(chu)現問題后(hou)無法(fa)維(wei)修。
服務領域消費問題凸顯
2011年(nian),全省(sheng)12315系統共受理服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)類申(shen)訴(su)8618件,呈明顯上升趨勢。其中網絡接入服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)申(shen)訴(su)1765件、移動(dong)電話服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)申(shen)訴(su)950件、電器維(wei)修(xiu)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)申(shen)訴(su)314件,分別占服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)類申(shen)訴(su)的20.5%、11%、3.6%。申(shen)訴(su)的問題主要有(you)四(si)點:一(yi)是移動(dong)電話計費(fei)時(shi)間(jian)不(bu)合理,計費(fei)錯誤,無故產生漫游費(fei)用;二是服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)質(zhi)量差(cha),手(shou)機信(xin)號和(he)寬帶(dai)網絡不(bu)穩定,易中斷,服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)不(bu)及時(shi),故障排除慢,影(ying)響(xiang)正常(chang)使(shi)用;三(san)是增值業務(wu)(wu)(wu)(wu)不(bu)請自來;四(si)是家電維(wei)修(xiu),只(zhi)換不(bu)修(xiu),小病大修(xiu),維(wei)修(xiu)費(fei)用高(gao)。這(zhe)些與(yu)日(ri)常(chang)生活(huo)密切相關(guan)的大眾(zhong)化服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)申(shen)訴(su)較多,表(biao)明服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)質(zhi)量和(he)水平有(you)待進一(yi)步提高(gao)。
