10省市(shi)2012年企(qi)業工資(zi)指導線一覽
截至6月19日,目前全國已有(you)10個省份發布了2012年的企業工資指導線(xian)。其基(ji)準線(xian)大多在14%左右,其中新疆和天津基(ji)準線(xian)最(zui)高,達16%,北京基(ji)準線(xian)最(zui)低,為11.5%。
新疆、天津基準線最高北京最低
統計(ji)發現,在目前已(yi)經公布的(de)10個省份中,工資指導(dao)線(xian)基準(zhun)(zhun)線(xian)最高(gao)的(de)是(shi)(shi)新(xin)疆和天津,均(jun)為(wei)16%,最低的(de)是(shi)(shi)北京,為(wei)11.5%。統計(ji)得(de)出,這10個省份的(de)基準(zhun)(zhun)線(xian)平均(jun)為(wei)14.1%。
統計顯示,在這10個省市中,上線(xian)(xian)最(zui)高(gao)的(de)(de)是(shi)河北,為23%,最(zui)低(di)的(de)(de)是(shi)上海,為16%,10個省份的(de)(de)上線(xian)(xian)平(ping)均水(shui)平(ping)為19.8%;而(er)下線(xian)(xian)最(zui)高(gao)的(de)(de)是(shi)天津,為7%,最(zui)低(di)的(de)(de)是(shi)山(shan)西,為4%,其中,寧夏(xia)未對下線(xian)(xian)作出具體規定。除寧夏(xia)外9個省份的(de)(de)下線(xian)(xian)平(ping)均水(shui)平(ping)為5.3%。
據了解,企(qi)業(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)(zi)指(zhi)(zhi)導線(xian)(xian)(xian)是(shi)政府(fu)根據當年(nian)經(jing)濟發(fa)展調(diao)控(kong)目標,向企(qi)業(ye)(ye)(ye)發(fa)布的(de)(de)年(nian)度(du)工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)水平(ping)的(de)(de)建(jian)議。工(gong)(gong)資(zi)(zi)(zi)(zi)指(zhi)(zhi)導線(xian)(xian)(xian)分為(wei)基準(zhun)線(xian)(xian)(xian)、下線(xian)(xian)(xian)以及上線(xian)(xian)(xian)。根據工(gong)(gong)資(zi)(zi)(zi)(zi)指(zhi)(zhi)導線(xian)(xian)(xian),企(qi)業(ye)(ye)(ye)可結(jie)合自身實際參(can)照不同指(zhi)(zhi)導線(xian)(xian)(xian)調(diao)整企(qi)業(ye)(ye)(ye)的(de)(de)工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)水平(ping)。基準(zhun)線(xian)(xian)(xian)是(shi)指(zhi)(zhi)企(qi)業(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)(zi)平(ping)均增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)幅(fu)度(du);工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)上線(xian)(xian)(xian)也可稱(cheng)為(wei)預警線(xian)(xian)(xian),是(shi)指(zhi)(zhi)企(qi)業(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)允許(xu)達到的(de)(de)最(zui)高幅(fu)度(du);下線(xian)(xian)(xian)是(shi)企(qi)業(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)應達到的(de)(de)最(zui)低幅(fu)度(du)。
無強制性但可作工資集體協商依據
最近(jin)公布工(gong)(gong)資(zi)(zi)(zi)指導線的是北京市。6月14日,北京市人力(li)社保局發布2012年(nian)(nian)企(qi)(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)指導線。北京市人力(li)社保局建議(yi),正常生產(chan)、效益(yi)增(zeng)長(chang)企(qi)(qi)業(ye)(ye),漲薪(xin)幅(fu)度(du)應(ying)為11.5%。對于(yu)2010年(nian)(nian)、2011年(nian)(nian)效益(yi)增(zeng)長(chang)較快,2012年(nian)(nian)預計效益(yi)增(zeng)長(chang)依然較快的企(qi)(qi)業(ye)(ye),工(gong)(gong)資(zi)(zi)(zi)增(zeng)長(chang)水平不應(ying)超過預警線16.5%;效益(yi)情(qing)況與(yu)(yu)往年(nian)(nian)持(chi)平或(huo)略有下(xia)降(jiang)的企(qi)(qi)業(ye)(ye),可(ke)參照下(xia)線4.5%安排員工(gong)(gong)漲薪(xin)。對于(yu)經營(ying)虧損、職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)發放出現困難的企(qi)(qi)業(ye)(ye),經與(yu)(yu)工(gong)(gong)會或(huo)職(zhi)工(gong)(gong)代表(biao)協商,工(gong)(gong)資(zi)(zi)(zi)可(ke)以零增(zeng)長(chang)或(huo)負增(zeng)長(chang),但(dan)支付給勞(lao)動(dong)者的工(gong)(gong)資(zi)(zi)(zi)不得低于(yu)本市最低工(gong)(gong)資(zi)(zi)(zi)標準1260元。
據北京市人(ren)力社(she)保局相關負責人(ren)介紹(shao),企(qi)業(ye)工(gong)資(zi)指導(dao)線只是企(qi)業(ye)決定工(gong)資(zi)的(de)參照系,并(bing)沒有(you)強(qiang)制性(xing),但(dan)可作為工(gong)資(zi)集(ji)體協商依(yi)據。工(gong)資(zi)指導(dao)線測算指標包括地區生產總值、居民消費價格指數、年末城鎮登記失業(ye)率等。
